'Foreign powers created inter-African problems inside the continent, so that African people would be distracted from building their unity and the continent would not be strong as the United States and Europe,' Gaddafi told the Tripoli gathering.
Gaddafi most likely will attend a summit of the UN Security Council on nuclear disarmament Sep 24, which will be presided over by US President Barack Obama.
The US recently criticised Gaddafi, dubbed as the 'King of traditional kings', for the 'heroes welcome' he prepared for the released Lockerbie bomber Abdel Basser al-Megrahi.
