'The ministers of the concerned ministry are not present in the house. As the bill falls under the commerce ministry, the concerned ministers should be present in the house. We cannot take it (the bill) up,' Swaraj said.
She said the bill could be moved when the house assembles for the winter session in November and the government later agreed to do so.
Parliamentary Affairs Minister Pawan Kumar Bansal tried to pacify the opposition members saying 'all the queries would be answered', but the opposition did not yield.
It led to commotion and Deputy speaker Karia Munda adjourned the house.
