'It is very difficult to get rid of bad, uncooperative officers now because we have to keep pleading with the home ministry, which controls transfer of officers from the AGMUT cadre. If Goa has its own cadre we can easily suspend any civil servant from service if he is causing trouble,' Naik had said in May.

Claiming that efficiency was also an issue with civil servants from the AGMUT cadre, Naik had said that given the short postings AGMUT civil servants had in Goa, they found it difficult to understand the demography of the state.
