I have recommended expulsion of both the students and the college will lodge a complaint against them with Delhi Police. I will ensure toughest possible action against them for it will set an example to other students not to dare ragging juniors.'
The victim has shifted out of the hostel and is staying with his local guardian, he said.
The college has sealed the room where the incident took place so that any possible evidence is not tampered with.
Delhi University's current academic session started July 16 with Delhi Police along with university authorities trying to implement tough anti-ragging measures.
Deputy Commissioner of Police Sagar Preet Hooda said anything that leads to or is even remotely seen as promoting ragging will not be condoned.
During the past year, the country witnessed 88 cases of ragging of which 12 were fatal.
