The special measures discussed in the meeting include strong and effective surveillance and patrolling to check 'influx of licensed and illicit arms and ammunition, illicit liquor and action against those persons who are known boot-leggers and smugglers of Indian Made Foreign Liquor (IMFL) etc, anti social elements, known criminals, factionists and communal elements.'
An effective surveillance needs to be mounted on their activities 'with immediate effect,' the Election Commission said.
The states were also asked to check 'unauthorised vehicles, carrying men, money and other material which may cause disturbance to peace and order' as well as licensed arms shops.
