New Delhi, Sep 21 - Politicians in India must first learn to accept the problem of insurgency before they decide on policies to curb it, former Delhi Police chief Ved Marwah said here Monday.

'Let the politicians accept the problem first. And then the states and the central governments can initiate economic development to improve the quality of life in the affected areas. Economic development will bring peace. Peace and development always go hand-in-hand,' Marwah told IANS.

Marwah, who was also governor of Manipur, said: 'Corruption in insurgency prone areas is another of the major factors abetting subversive activities'.

His book 'India in Turmoil: Jammu & Kashmir, Left Extremism and Punjab', published by Rupa & Co., was released by member of Lok Sabha Jaswant Singh in a packed hall at the Hotel Ambassador in the capital Monday.

Distinguishing between Maoism in Bihar, Chhattisgarh, Orissa, Jharkhand, West Bengal and Andhra Pradesh and terrorism in the northeast and Jammu and Kashmir, Marwah said, 'While the Naxals want social and economic justice, the militants in the northeast and J&K want secession.
